What changed after September 11, 2025 – the real estate market shake-up.

After September 11, the development industry entered a new reality. Not because of the economy, but due to system-level changes in marketing consent, privacy policies and GDPR.

New cookie and data-processing regulations in Meta Ads and Google Ads limited targeting and remarketing capabilities. Developers relying on lead generation suddenly had to pause campaigns to adjust to the new rules.

Forms stopped generating full-consent leads, and ad systems required implementation of the new compliance model (Consent Mode v2). As a result, many contracts – including ours with Cavatina Holding – were temporarily suspended. Not due to performance issues, but due to the technical inability to continue campaigns in full compliance with the new framework.

At Lab360 we were ready for complications. We built a plan covering UGC, review strategies, a new consent system, CRM integration and communication automation. However, due to internal procedural changes at Group level, the project wasn’t implemented correctly – which paused the contract.

How to stay effective today – despite new regulations.

In recent months, many developers still struggle with the same issue: broken consent systems and lost measurement capabilities. Below are key principles that help regain control over data and campaign effectiveness.

1. Implement and correctly configure Cookiebot or any CMP.

It must load before all analytics tags.

Each cookie category needs its own ID and message.

User consent must be passed to Google Tag Manager in real time.

2. Activate Consent Mode v2.

Essential for compliant performance measurement.

It sends consent signals without revealing user data, enabling continued optimization.

It must be implemented across both the main site and all landings.

3. Integrate with CRM and verify the full data path.

Each lead must carry UTM and campaign ID.

CRM must store data only from users with full marketing consent.

A six-month auto-clean of inactive contacts is a best practice.

4. Build zero-party data as your own resource.

Voluntary data from users (preferences, quizzes, surveys) is now marketing gold.

It allows compliant remarketing, independent of Meta and Google.

5. Test new channels and formats.

Video campaigns, UGC, organic content and storytelling bring significantly more value than classic lead ads.

Short-form video, local influencers and engaging blogs outperform traditional formats.
